The right to enter or remain in Canada
Canadian citizens
Canadian citizens have an absolute right to come into or remain in the country, regardless of whether their citizenship is by naturalization, through parentage or place of birth.

Indians (American native Indians)
Persons registered as Indians under Canada's Indian Act, whether or not they are Canadian citizens, also have an absolute right to come into or remain in Canada.

Permanent residents
Permanent residents have the right to come and remain in Canada. All residents have the right to study and work and are entitled to all social benefits accorded to Canadian citizens. There are few limitations on permanent residents. They can vote in certain elections and they may be
ineligible for certain high-level security clearance jobs.

All applicants are assessed on standards which do not discriminate on the basis of race, national or ethnic origin, color, religion, or sex. The immigration program is universal; applicants from around the world are assessed against exactly the same criteria.
